The European Council meets and triples the funding for rescue operations while also deploying immigration officers to non-EU states of refugee migration. Another meeting in May enacts a quota scheme which forces EU Member States to receive pre-determined numbers of refugees to distribute the flow of incoming populations based on state capacities. Countries with large numbers of migrants and asylum applications like Italy, Malta and Germany supported the proposal. Others like Austria, Hungary, Slovakia, and Estonia opposed it.
